> The cooperatives have asked the Arizona Corporation Commission to approve an energy services agreement with Project Burro LLC, tied to Henderson-based CleanSpark. Bullhead City says it is drafting a data center ordinance.

**BULLHEAD CITY, Ariz.** — Arizona Electric Power Cooperative (AEPCO) and Mohave Electric Cooperative (MEC) have jointly asked the Arizona Corporation Commission (ACC) to approve an electric energy services agreement with a data center developer, Project Burro LLC, the Mohave Valley Daily News reported.

According to the report, Project Burro's principals are CleanSpark Inc., a publicly traded data center developer based in Henderson, Nev., and its subsidiary CSDC Finance II LLC.

The filing follows an ACC process designed to shield existing ratepayers from the cost of new infrastructure built for large-load customers. MEC has said it has no land-use or development approval authority over whether a data center is built in its service area, and that it has an obligation to offer service within its certificated territory.

Bullhead City said in an Oct. 7 statement from City Manager Toby Cotter that it is working with the city attorney to develop a comprehensive data center ordinance. The city said the ACC review is separate from its own land-use authority, and that any project would need Planning and Zoning Commission and City Council review. Topics the ordinance would cover include infrastructure capacity, water and power, setbacks, noise limits, emergency response plans and neighborhood protections.

The ACC process is public. Residents can follow the application through the commission and watch for Bullhead City Planning and Zoning Commission and City Council agendas.
